Event Overview

A structured national debate platform that encourages students, young professionals and emerging leaders to examine justice, governance, healthcare, civic responsibility and the future of Bangladesh through evidence-based parliamentary argument. Debate Bangladesh is the confirmed debate collaboration partner. No BNDP collaboration is included in this event.

Asian Parliamentary Debate

A formal team format with 3 members in each team, structured speaker order, adjudication and tabulation.

Evidence-based motions

Motions will connect justice, public institutions, healthcare, youth leadership and national reform.

Online preliminary rounds

Preliminary and qualifying rounds will be conducted online under official rules and tabulation.

Physical semi-finals & final

Only the semi-finals and grand final will be held physically at the venue during the 36th July Celebration.

Extempore speech

Earlier rounds will be online; top five selection and recognition will be conducted at the venue.

Grand final showcase

The final debate will be integrated into the national 36th July Celebration programme and archived.

Purpose & Strategic Objectives

The debate is intended to strengthen democratic reasoning, respectful disagreement, critical thinking and informed civic participation among young people.

Create a high-standard debate platform around justice, institutions, healthcare and national responsibility.
Develop research, argumentation, rebuttal, teamwork and public-speaking skills.
Promote ethical, respectful and evidence-based civic dialogue.
Engage educational institutions, medical and dental students, university debaters and young professionals in the spirit of July.
Preserve the grand final as an educational resource in the official NDF archive.

Programme Format

Team registration

Institutional or independent teams register under published eligibility and team-composition rules.

Orientation & rules briefing

Participants receive the Asian Parliamentary format, code of conduct, tabulation rules and motion-release process.

Online qualifying rounds

Preliminary rounds will be conducted online through the approved platform.

Semi-final selection

Top teams progress according to tabulation, adjudicator feedback and tournament policy.

Grand final

Scheduled for 9 August 2026 at Shaheed Abu Sayed International Convention Centre.

Awards & feedback

Champion, runner-up, semi-finalist and individual awards will be presented with adjudication feedback.

Eligibility & How to Participate

Medical students, university students, debaters and young healthcare professionals may participate under the age, institution and team rules issued by the Debate Committee. Each Parliamentary Debate team will consist of 3 members. Institutional endorsement, reserve speaker policy and adjudicator registration will be confirmed in the official debate circular.

Debate team slots are full. Individual participants can use the direct Extempore Speech registration link.
Submit institution or team name, 3 speaker details, team contact and any required proof of eligibility.
Attend the mandatory online rules briefing and review the official Asian Parliamentary format.
Participate in the online preliminary rounds and submit any required declaration or verification forms.
Qualified semi-finalists and finalists must report to the venue for technical briefing, stage call and final rounds.

Entry requirements

Teams must use verifiable information, cite credible evidence where appropriate and follow the announced Asian Parliamentary format. Exact motion policy, language, preparation time, scoring, tabulation method and appeal procedure will be published by the Debate Committee in collaboration with Debate Bangladesh.

Rules, Ethics & Code of Conduct

Incomplete, duplicate or ineligible entries may be rejected after verification.
Personal attacks, hate speech, fabricated evidence, discriminatory language and disruption are prohibited.
Adjudicator decisions and tabulation procedures will follow the official tournament rules.
Teams must respect motion confidentiality, preparation restrictions and time signals.
Participants consent to event photography and recording under the stated media policy.

Accurate examples, facts and contextual understanding used responsibly.

Rebuttal & engagement

Effective response to opposing arguments and clear comparative analysis.

Coherent case construction, role fulfilment, prioritisation and teamwork.

Delivery & persuasion

Clarity, confidence, timing, language, audience engagement and respectful manner.

Prizes & Recognition

Parliamentary Debate

Champion team: ৳40,000, championship crest/trophy and certificates.
Runner-up team: ৳30,000, crest/trophy and certificates.
Semi-finalist teams: ৳15,000 × 2 teams = ৳30,000.
Debater of the final: ৳7,000, individual crest and certificate.
Debater of the tournament: ৳5,000, individual crest and certificate.

Schedule, Access & Participant Support

A formal debate circular will provide format, language, motion rules, team size and qualifying schedule.
All selected teams will receive venue entry, reporting and technical instructions before the physical rounds.
The tournament desk will manage registration, tabulation, adjudicator coordination and results.
Emergency support, drinking water and controlled audience access will be arranged at the final venue.
Extempore Speech finalists will follow a separate reporting and stage-call process.

Debate Bangladesh is the confirmed debate collaboration partner. Final rules, team composition, motions, qualifying rounds, prize values and adjudication arrangements are subject to the joint approval of the Debate Committee and the Organizing Committee.
